Frank was born in North Vancouver, B.C. in 1948, receiving a Bachelor of Science degree from the University of British Columbia in 1970. In September of 1975 he entered an environmental design program at the Art Center, College of Design in Pasadena, California, studying watercolour painting under Paul Souza. He graduated with honours in January of 1979, returning to Vancouver to establish a freelance practice in painting, photography.
Frank was admitted into the Federation of Canadian Artists in April of 1979, and at his first exhibition was presented with the first place Shell Canada Award at the Federation's Spring show of 1980. He is currently teaching both painting and photography throughout the greater Vancouver area.

Frank est né en 1948 à North Vancouver, en Colombie-Britannique. En 1970, il obtint un baccalauréat ès sciences de l'Université de la Colombie-Britannique. En septembre 1975, il entreprit un programme de design environnemental au Centre d'art du collège du design de Pasadena, en Californie, où il étudiait la peinture à l'aquarelle. Il obtint son diplôme avec distinction en janvier 1979 et retourna à Vancouver pour établir une pratique indépendante en peinture et photographie.

Frank a été admis à la Fédération des artistes canadiens en avril 1979 et, lors de sa première exposition, a reçu le premier prix Shell Canada lors du spectacle printanier de la fédération en 1980. Il enseigne actuellement la peinture et la photographie dans la grande région de Vancouver.
